He was in charge of all development related matters of the Group\, such as new development and redevelopment projects\, asset enhancement\, facilities and tenancy management\, as well as acquisition of properties etc. Before this position\, he was the Director and Head of both General Valuation Department and Asset Management & Investment Services Department of an international property consulting company – Knight Frank Petty Limited. His portfolio covered a wide range of works including planning and landed matters\, asset management services\, day-to-day sales and leasing services etc. for various clienteles such as real estate developers and HSBC. \nTony graduated from the Hong Kong Polytechnic University with a Bachelor of Science degree in Land Management. He holds professional memberships of the Hong Kong Institute of Surveyors (HKIS)\, the Royal Institution of Chartered Surveyors (RICS)\, China Institute of Real Estate Appraisers and Agents. He is also a Registered Professional Surveyor (General Practice) and Licensed Estate Agent in Hong Kong. Tony concerns about the development of surveying profession and contributes himself in different professional community services. He was the Chairman of the Young Surveyors Group of the HKIS and currently acts as a Council Member of the General Practice Division of HKIS. DESCRIPTION:Sr. Prof. Man-wai CHAN\, Executive Director of Project Delivery\, West Kowloon Cultural District Authority \nAbstract\nThis talk is a reflection of Prof. MW Chan’s 2 decades experience on managing public sector programmes in Hong Kong. Challenges encountered and ways of resolving problems in major programme that Prof. Chan chaired and managed\, including hospitals\, universities\, science and technology parks as well as art and culture facilities\, will be discussed. While the hardware and software required for the successes of the programmes will be described\, the very important “peopleware” aspect will be analyzed. The use of the “Heart” versus the “Head’ in programme management will also be illustrated. With reference to his local and overseas experiences prior to join the public sector\, Prof. Chan will also contrast the public sector and private sector approaches to those issues. \nAbout the speaker\nProf. M.W. CHAN is a Chartered Surveyor (FRICS and FHKIS) by profession. He has many years’ experience in development\, construction project and facilities management in private and public sectors both locally and overseas.\nProf. Chan is currently the Executive Director (Project Delivery) of the West Kowloon Cultural District Authority (WKCDA) of Hong Kong. Prior to joining the WKCDA\, he was the Vice President (Projects and Facilities) of the Hong Kong Science and Technology Parks Corporation. He oversaw the planning\, development\, construction and facilities management of the Hong Kong Science Parks\, Innocentre and Industrial Estates. He is the Founding President of the Hong Kong Institute of Facility Management (HKIFM). In 2007\, he received the Distinguished Building Surveyor award by The Hong Kong Institute of Surveyors. \nProf. Chan had worked in the academia for many years and held a number of key positions of Government committees\, professional institutes and universities including member of the Buildings Tribunal\, external examiner of HKU\, City U and PolyU. He is a past President of The Hong Kong Institute of Surveyors\, and was a member of the Long Term Housing Strategy Steering Committee. Mr Wu is a Fellow of The Hong Kong Institute of Surveyors and The Royal Institution of Chartered Surveyors. \nMr Wu had served the Government for 39 years. He was the Deputy Director of Housing from 1996 to 2003\, and the Director of Buildings from 2003 to 2006. During his 26 years with the Housing Department\, he made significant contribution to the formulation and review of major housing policies. As the Director of Buildings\, he was responsible for developing policies and strategies governing the control and facilitation of private building developments. Mr Wu was awarded Silver Bauhinia Star in 2006 and Gold Bauhinia Star in 2014 for his dedicated service to the community. \nTHE TALK \nMr. Marco Wu Moon-hoi\, GBS\, SBS\, will share his career development experience in the housing industry in Hong Kong with students and young practitioners. DESCRIPTION:The TALK \nThere have been growing social concerns in Hong Kong about obtaining short-term leases for private usages such as gardens\, swimming pools and tennis courts etc. With reference to a series of examples\, Mr. Alnwick Chan will share his views about effective short-term land management policy for the long-term development of Hong Kong. \nTHE SPEAKER \nMr Alnwick Chan is a veteran GP surveyor qualified in 1987.  He is a Fellow Member of the Royal Institution of Chartered Surveyors and the Hong Kong Institute of Surveyors (“HKIS”) elected in 2005.   He is now in the position of Executive Director of Knight Frank Petty Ltd. \nSince leaving the Lands Department in 1993\, he has specialized in land lease matters and advising clients on land policy\, premium\, land exchange and lease modification issues.  He has been involved in numerous premium negotiations and advising client on revitalization projects\, private treaty grants\, Certificate of Compliance and building plan approvals\, etc.   He often appears at Lands Tribunal\, High Court and arbitration hearings giving his expert opinion on values and compensation.  Mr. Chan has actively taken parts in many HKIS’s committees\, conferences and CPD events. \n

DESCRIPTION:Speaker: Dr. Paul Anglin\, Department of Marketing and Consumer Studies\, College of Business and Economics\, University of Guelph \nTHE SPEAKER \nPaul Anglin has worked as a tenured Associate Professor at the University of Guelph (Department of Marketing and Consumer Studies\, College of Business and Economics) since 2005. Before that\, he worked in Canada and the United States\, as well as being a visiting scholar in Poland and Singapore.  He holds a Ph.D. from the University of Western Ontario in Economic Theory. \nHis best known research focuses on issues related to the processes of buying and selling property\, with a special emphasis on “time-on-market” and on the role of real estate agents. He has contributed ideas to a diverse set of topics including price dynamics\, price indices\, information asymmetry and physics. His work\, using both empirical and analytical methods\, has been published in leading refereed journals such as the Journal of Political Economy\, the Canadian Journal of Economics\, Canadian Public Policy\, Real Estate Economics\, Journal of Real Estate Finance and Economics\, the Journal of Real Estate Research and many others. He is currently studying questions related to corporate governance\, to whether a seller should use an auction or a bargaining process to set a selling price and to the best methodology for studying how long it takes to sell property. \nSince graduating\, he has taught a wide range of courses. Most of them are related in some way to decision-making and markets. After listening to students and other smart people\, he asserts that nearly all of the ideas\, applications and techniques discussed in these courses can be summarized by five basic principles. These principles represent features shared by a surprising range of issues.  Resolving most mistakes of analysis or apparent paradoxes in a market-based environment begin by identifying how one or more of these principles was misunderstood. \nTHE TALK \nThe selling price discount is a metric which invokes several different aspects of a real estate market\, yet is rarely studied directly.  Practitioners use the average discount to summarize changes in market conditions.  Since it uses information on the list price\, the discount for an individual seller depends on the selling strategy.   Therefore\, the discount may also vary with the seller’s bargaining strategy and with time on market.  Some academic work treats the discount as irrelevant because markets are deemed to be sufficiently competitive. \nThis exploratory study uses some data from Toronto Canada to investigate changes in the distribution of the discount across sellers at different times. \n

He is the Executive Director of Henderson Land Development Company Limited.  His main duties include acquisition of development sites by private negotiation\, public auction and public tender\, negotiation with the government on conversion of agricultural land to building land and town planning applications. \nSr Wong\, JP is Fellow of The Hong Kong Institute of Surveyors\, as well as a registered professional general practice surveyor and holds a Master Degree of Science in E-Commerce for Executives and a Master Degree of Economics. \nSr Wong\, JP is currently Member of Radio Television Hong Kong (RTHK) Board of Advisors\, Member of The Statistics Advisory Board\, Member of The Appeal Board on Public Meetings and Processions\, Chairman of The Real Estate Services Training Board of Vocational Training Council\, Convenor of The Legal Sub-Committee of The Real Estate Developers Association of Hong Kong. He was Member of The Long Term Housing Strategy Steering Committee\, Member of The Hong Kong Housing Authority\, Member of The Land and Building Advisory Committee\, Member of The Estate Agents Authority as well as The Chairman of The Licencing & Practice Committee\, Part-Time Member of The Central Policy Unit and Member of Commission on Strategic Development Committee On Economic Development And Economic Cooperation With The Mainland\, Member of Estate Agents Appeal Board. \nTHE TALK\nAccording to the report of the Task Force on Land Supply\, there will be a total shortfall of 230 ha of land for residential purpose from 2016 to 2046. Amongst the 230 ha\, 121 ha and 109 ha are for public and private housing respectively. The ratio is about 53% for public housing and 47% for private housing. Interestingly\, most of the attention during the public consultation is on the public housing but actually the shortfall of private residential land is not far from the public housing land. From the town planning perspective\, it is also hard to imagine that good planning of a community would be deviating from a balanced composition. Bearing the above in mind\, any future new residential development areas will have both private and public housings. If “Tapping into the Private Agricultural Land Reserve in the New Territories” as suggested in the report is adopted\, implementation by means of only resumption of private land is not enough. Resumption can only be invoked for public purposes. It is necessary to have another means to deliver the private housing. A hybrid mode must be employed to deliver a new balanced community. Out of the box thinking may be necessary. \n

DESCRIPTION:Speaker: Sr Nicholas Brooke\, GBS\, SBS\, JP\, FHKIS\, FRICS\, Chairman of Professional Property Services Limited \nTHE SPEAKER\nSr Nicholas Brooke is the Chairman of Professional Property Services Limited which is a specialist consultancy\, based in Hong Kong\, providing a selected range of advisory services across the Asia Pacific Region. He is involved with a series of initiatives designed to improve the quality of life in Hong Kong and to enhance the built environment for the benefit of future generations.  Sr Brooke was elected as the Asia Pacific Chairman of the Urban Land Institute (ULI)\, of which he is also a Lifetime Trustee. ULI’s mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities worldwide. \nSr Brooke is also a keen advocate of the importance of innovation and technology here in Hong Kong.  He led the development of all three phases of Hong Kong Science Park until he stepped down as Chairman in June 2014. He also is the Principal Advisor to the APEC Policy Partnership on Science\, Technology and Innovation (PPSTI) which provides guidance to APEC and its 21 member economies. \nSr Brooke is the immediate past Chairman of the Hong Kong Harbourfront Commission\, the role of which is to co-ordinate the planning\, design\, implementation and management of the various initiatives around Victoria Harbour and intends to continue his interest in improving the waterfront through a new organisation “Friends of Victoria Harbour”.  Sr Brooke has served on the Hong Kong Town Planning Board and the Hong Kong Housing Authority. \nRecognizing his contributions to Hong Kong where he has lived in the past 40 years\, the HKSAR Government has honored Sr Brooke a Justice of the Peace (JP)\, a Silver Bauhinia Star (SBS) in 2012 and a Gold Bauhinia Star (GBS) on 1 July 2018. \nTHE TALK\nNicholas Brooke who was recently awarded the Gold Bauhinia Star for his services to Hong Kong\, will share his unusual professional background\, the projects and initiatives with which he has been involved over the last 40 years and the motivations that have led to him becoming a champion for the improvement in the quality of life in Hong Kong for the benefit of future generations. \n  \n

He has over 40 years of experience in property development\, construction project management and project delivery in both the private and public sectors\, covering major projects in Hong Kong and Mainland China. Prior to joining the WKCDA\, Sr Dr Chan was Executive Director of Kerry Properties Limited. He also held senior management and professional positions at Hong Kong Cyberport Management Company Limited from 1999 to 2002 and at MTR Corporation from 1980 to 1985 for the MTR Island Line property developments. \nTHE TALK\nThrough the lens of a surveyor with 40 years of experiences\, Sr Dr William Chan will tell a story about the evolution of the Cultural Development District in Hong Kong. DESCRIPTION:THE SPEAKER\nSr Robert Wong is the Chief Executive of Hongkong Land Holdings Limited\, with which he spent his entire career life since 1985.  He held various posts in Property Management\, Office Leasing\, Development and Projects\, before he was appointed an Executive Director in 1996.  Since then\, he has been responsible for identifying new investments in Asia and focusing on managing the residential business. \nAs part of his responsibilities as the Chief Executive of Hongkong Land\, Sr Wong continues to oversee the property development division\, which has achieved significant success under his leadership.  He was instrumental in researching mainland China’s burgeoning residential property market in the early 1990s\, then forming a professional management team and establishing operations in China.  In the time since the Development Property (previously Residential Property) business was formed\, it has grown to become a major revenue contributor for Hongkong Land. \nSr Wong was born in Hong Kong and graduated from The Hong Kong Polytechnic with a professional qualification in surveying.  He is a corporate member of both The Royal Institution of Chartered Surveyors and The Hong Kong Institute of Surveyors. \n
