Abstract:
This presentation identifies the factors enabling innovation in a regeneration process. It analyses innovative planning practices in the context of the largest regeneration initiative in Europe: the Lyon Confluences project in Lyon. Innovation in planning practice lacks theoretical understanding. The innovation concept is defined as follows: “Innovative practices are attempts to make changes to status quo practices and situations.”

Lyon is the second most populous city in France with 2.5 inhabitants for the whole metropolitan area. Since the 1990s, the Grand Lyon – a large metropolitan institution – has been very active in promoting economic attractiveness through the development of large scale regeneration projects such as Cité Internationale (built between 1981 and 2006) and more recently Lyon Confluences, a flagship regeneration project focusing on environmental sustainability. The research for the Lyon Confluences project took place in December 2014 in Lyon (France). The data collection was based on semi-structured interviews with urban stakeholders and on the analysis of the main planning documents – including Master Plans – The semi-structured interviews focused on the governance arrangements as well as on the financial mechanisms in the French context that enabled innovation in regard to environmental sustainability. One of the main innovations is the first energy positive block in Europe: the Hikari development designed by Japanese architect Kengo Kuma and financed through a partnership between Bouygues, the Japanese organization NEDO (New Energy and Industrial Technology Development Organization) and Grand Lyon.

About the Speaker:
Dr. Sébastien Darchen joined the School of GPEM (University of Queensland) in 2011 after being affiliated with the Faculty of Environmental Studies (York University, Toronto) from 2009 to 2011. Previously, he was a post-doctoral fellow at the Canada Research Chair on the Socio-Organizational Challenges of the Knowledge Economy (Teluq-UQAM, Montreal) from 2007 to 2009. He holds a PhD in Urban Studies (INRS-UCS, Montreal) obtained in 2008. Dr. Darchen’s main research focus is on the governance of urban regeneration using Australian, American and French cities as case studies. In a similar vein, he has particular interests in globalisation and comparative urbanism. Another major research interest centres on the localisation patterns of creative industries in Australian cities focusing on the video game industry.
