DESIGN DESCRIPTION
1. Major concept
Concept 1: “Golden leaves”
1.1 The “Gold” symbolizes the nobility, honesty and graveness, as the character tof the China Pudong Institute for Administrators. It also means constant pursuing of perfections in the development of the society, economics, science and technology by the new administrators.
1.2 The “Leaves” underline the sustainable development concepts which implied in planning, designing and management. It reveals the characters of institute campus consisting of large greenery, water system and natural landscape.
1.3 “Golden leaves” means mature and healthy, as a metaphor of the Shanghai and Pudong whish stands in the center of national economic, social and technological development.
1.4 “Golden leaves” means growth, symbolizing that in open and information centered society, cultivating creativity of the administrators is one of the major objectives of education. Under the “big tree”, students, tutors and specialties from different background, weather in land or abroad, will join together.
Concept 2: “a dragon”
1 Functionally it is simple, appropriate for the site, efficient for administration and facilities
2 It symbolizes Chinese culture, and progression, unity and solidarity of the country.
2. Site analysis
2.1 Introduction
The construction site of the Project is located in Southern part of Pudonf New Area, which is surrounded by Hunan Road in the east, Longyan Road in the north, Jinxiu Road in the west, and newly planned road in the south, which divide the site from Cultural Park planned in the south. Hunan Road, with a dense traffic flow, is one of the major connections to the South of Shanghai. While Longyan Road connects the Pudong Airport to the city characterized by enormous traffic speed.
Currently the site is largely for vegetable farming, spotted by a few villages named as Dongfu New Village, Family Li House—the large, Family Subei, etc. Bailian (White lotus) River flows through the eastern part towards north, turning to west when it meets Longyang Road. Flowing along Jinxiu Road, a small river lies on the western part of the site. There are irrigation systems, ponds and wetlands, of which the major water body is found the middle of site. These elements have a potential to be developed into water garden of the future institute. On the western side of Bailian River, the site is densely occupied by plants and storages. The garbage division and treatment center is the major polluting resource to the river. Land requisition will relocate all these functions. The total site base is 33.4 ha, excluding the Bailian River.
2.2 Site potential
In comparing with the total building floor area 71,420 sq.m, the site is enormous. It is largely flat characterized by water system. It is suitable for low-rise and garden-like architecture. Any high-rise could be out-of-place. The southern part adjacent to Cultural Park is relatively quite, and major entrance can be inserted. And landscape elegancy may be obtained. A gardenlike modern campus in a organic shapes may be favorable for the existing water systems including Bailian River.
2.3 Site constrains
Despite the large site, the current heavy traffic load on Hunan Road and Jinjiu Road, and the possible similarity on Jinxiu Road in the future may cause problems to the campus, such as noise and air pollution. The on-going construction around the site provides almost no visual attractiveness. A green barrier may be preferable to build along the major traffic roads.
Bailian River cuts of site into two. The eastern one is small and not suitable for large public buildings such as the conference center.
3. Planning concepts
According to “Instructions to Bidders” and “Terms of Reference”, the Project “will be a important measure to make senior officials strengthen their awareness for reform and opening-up, resolution their belief for building socialism with Chinese characteristics, improvement their skills for modernization.” The project should hold the features with international, Being with the new epoch, and opening. “The style of campus architectures must be solemn, elegant, simple, and bountiful.” It should be peaceful, elegant, healthy, and progressive, with a identifiable character. It needs to be bound with existing topographical and water features, coherent with the Cultural Park on the south. The buildings, landscapes, and ecological environments must make the campus a complete whole.
3.1 International
The Project is implied with a series of new structural systems, which creates several large communicating spaces in Conference Center as well as the Educational Complex. It is based on the international understanding that teaching is basically a communication rather than instilling knowledge. The major buildings in the campus are arranged in form as “a dragon”, providing maximum communicating efficiency and at the same time maintain individual character. The concept is associated with the multi-disciplinary and cooperative education, as one of the international trend.
3.2 Being with the new epoch
The mater plan concept reject the traditional campus design featured by symmetrical and axial arrangement. The Project highlights functional principles of buildings and their multiple and efficient relationships within each other, and with the natural condition of the site. Through organization of space rather than composition of form, the Project obtained a clear statement while maintaining a high variety. For instance, a flexible structural system is applied in Educational Complex and student dormitory. The convenience of changing classrooms offered by the system will not affect the overall stability of the building. The dormitory provides a flexibility that different unit types can be made after the building construction. The architecture is not a static form. Flexibility as a design concept can make a building always up-to-date.
3.3 Being open
“Terms of Reference” clearly requires that the Conference Center should be open to public. Beside this, the Project transforms the “internal space to outside”, which applied in Educational Complex, the entrance lobby of conference center. It also emphasis the openness within different department, as it recognize the importance of the communication inside and outside class. The buildings are light and transparent in shape and material, in order to include the surrounding landscape into the buildings. Finally, the plan incorporates the future additional construction into consideration. Flexible design itself opens the structure to future needs and changes.
4. Zoning in master plan
From noisy west to the quiet east, the campus consists of four major zones, Conference Center, Educational Complex, Sports Center and Residential Area. Functional division is clear, while the connection is tight. The main entrance is located on the newly planned road in the south. The entrance directly leads to the Conference Center, being convenient of the public. The oval plaza, the focus of the whole campus is built with small hills, lake, pavement and public buildings, bounded together as a complete whole. The parking space is located on southwest corner of the site.
From the plaza, forms, lines and elements, such as the roads, buildings and water paths radiates to the surroundings. Each of them has a clear direction. The library and information center is located between the Conference Center and Educational Complex, with an equally easy access from both. The long and slightly curving Complex serving as a back bone of the site, consists of four major functions: administration, education, sport facilities and dinning area. The Complex is linkage between the public space in the west and private residential in east. In front of it, the curving water path and the road shape the east-west axis of the site: simple but lively.
5. Circulation and sequence of space
Entering the major entrance, the main road leads, slightly curving, to the central oval plaza. The green land on the right hand site is higher. It blocks the view before opens later, and creates a dramatic change of vista. The plaza made of pavement, water body and greenery and bounded by the ring road is less formal and less monumental than that might be in the traditional school. It highlights livability and ecological perspectives as a modern campus should be. Looking from the plaza, Administration head quarter, Library and Information Center, and the Conference Center are clearly displayed.
Most of the roads and paths are curving, to be part of the natural landscape. The overall composition is coherent with the Cultural Park in the south.
Other technical issue, such as fire safe accesses are considered and planned.
6. Ecological Environment
The arrangement of buildings, roads, greenery and water body is carefully done based on the existing water systems of the site. Large excavation of earth is minimized, in order to preserve and cultivate an ecological environment. There are four types of vegetation. On the outskirt of the site along the major traffics, intensive plants are deployed to form a barrier buffer zone and minimize the intrusion of noise and dust. At same time it creates a peaceful and intimate atmosphere inside campus. The second type is large lawn pointed with big trees such as cedars found behind the Conference Center and the Complex. On the southern part of the site, trees, bushes and grass are mixed with a plan of a garden, which echoes Cultural Park opposite to the site. Along the river and water paths, plum trees and peony are planted to ingredient with a traditional Chinese aesthetics.
7. Long term development
“Terms of Reference” requires that the first phase of construction should complete an identifiable feature of the campus, but land for extension should also be preserved. Based on this principle, the Project start with “a dragon” which gives a clear unity to the whole campus. The later extension is guided in such a way that the feature of unity should be enhanced. And any extension must be located in an appropriate functional zone.
The extension of public open section is around of the oval plaza, or on the north and west side of the Conference Center following the radiating lines. The extension may further highlight the features of “dragon head”.
Land on the backside of Educational Complex is reserved for extension of educational spaces. A courtyard pattern is foreseeable and existing trees maybe play a more important role by being in the middle of the courtyards. The balcony projections of the staircase serve as outlets, which connects the new extension to the existing.
Accommodation extension is reserved on the southern part of the residential area.
8. The Cultural Park
The larger piece of land on the south side of the Project is planned, although conceptually, in relation to the Project. The theme given is “sea receiving hundreds of rivers”. A pattern of waves is applied as the underlines of the composition of forms and activities in the park. The curving pattern put all elements, roads, bushes, lawn, pavements, water system and buildings into a united whole. Lakes are carved out. And hills are made. Water from Bailian River is diverted. Man-made is transformed into nature. Both Chinese traditions and modern sentiment are observed.
Starting from the center of the campus a path and a water pass run underneath the planned road and connect to the Cultural Park. Seemingly all the “rivers” are heading to the oval plaza, the focus of the campus.
9. Conference Center
The conference center represents the “head of the dragon”, being located in the western part of the site. It covered by a large span space structure system in a form of a leaf colored in gold. It appears in a strong clarity, symbolizing solemn, purity and nobility. It consists of four parts: the Main Hall, Information center and Library, and two small lecture halls, and a large lobby.
9.1 The Main Hall is the gathering place of the whole school, with a specific function inherent a strong metaphor. Traditionally it used to be located at the end of an axis monumentally strong, but ineffective. The Project emphasizes symbolically the meaning of “being happy in one hall”. Using simple geometrical form and copper cladding, provides an equally strong monumental meaning. However, being located on two axis and shifting direction, it appears of motion. Most importantly, it is covered by a large golden roof. What is used to be outside turns into inside, and the form, as well as the activity inside becomes even solemner and more prestigious.
9.2 Library and Information Center
Books are one of the information media. Combining library and information center together is functionally coherent. It also forms a landmark in the campus, meaning the high priority of information in modern society. The lower three floors of the complex is the library with a large reading hall, in which three terraces are stepping backwards. The reading hall faces to southeast, bright and open to the outside landscape. It can be open to public use.
The Information Center is located on top two floors providing internal services. The Library can be reached from the Educational complex through a foot passages on the third floor.
9.3 Two smaller conference halls are packed together on the other side of roof. They have independent entrance with peaceful atmosphere and elegant view towards outside.
9.4 The large lobby is an in-between space half inside and half outside. The ground level is uneven, featuring the natural landscape. It is full ceiling high covered by the large “leaf”. The tall structural poles are seemingly random in location, as a metaphor of deep forest. Large screen walls leading people towards large gardens behind, invites outside scenery into the lobby. The lobby functions as exhibition, meeting and relaxation space for the audience in a break of conferences or performance. The ceiling covered in blue and spotted with lights. When they turn on, they look like stars.
10. Educational Complex
The long building in the middle of campus consists of several functions, which share a common use loggia of three story high and 8 m. wide. It functions as pedestrian network, being solemn and elegant. However, there are three concepts:
10.1 Complexity
Modern educational theories regard the activities and communication out side class are as important as inside. Sports and dinning in any institute are far beyond physical significance. They are actually the meeting places, socialization space and where creative minds are cultivated. Education is integrated various activities taken by students and tutors. Sports and catering should not be commercialized. They are the gathering opportunity for the students and tutors. Their private intimacy should be undermined by open publicity.
The Complex is the “dragon body”, the east part serves as administration. In turns of functional efficiency of the administration, it is appropriately located in the middle of campus. While sport facilities, entertainment and dining halls are on the other end of the “dragon”, well adjacent to residential area. It is convenient for every day life of students and teachers.
10.2 Flexibility
The complex is structurally divided into two parts. The primary structure consists of platform, roof, common use loggia, staircases and toilets. The detachable and therefore flexible elements are the functional units, such as classroom, sport halls, dinning room. The primary structure is static, while the functional units are changing depending on circumstance. The separation between the two systems provides maximum flexibility. Being in the ever faster changing of the modern society, open building must be adapted as a new design strategy. It requires take indeterminacy of needs into design consideration. Architecture should not be a static statue. It must become a flexible service system.
10.3 The loggia
It is a communication center. It faces to south, a river and green park. A raw of columns in golden color supports the roof, which is three story high. The roof with openings and the super sized columns give a clear direction, a strong rhythm, and a noble livability.
The loggia is the connection for various functional zones in the complex. However, the most important function is meeting place for students and teachers, with or without bright sunlight.
The form of the Complex is open and natural ventilated. A corridor connection in each staircase leading towards north sides provides a connection to the future extension.
11. Dormitory
According the “Terms of Reference”, the Project provides two categories of dormitory, those for teachers and for students. Students’ dormitory is partially single rooms and partially double rooms. They are located in the east part of the site, along the Bailian River. The atmosphere is peaceful and elegant, preferable for living.
The two residential buildings for teachers are on the western side of the river, adjacent to a garden, easily accessible. They are three story high. The concept allows every unit to have an individual entrance and balcony. The corridor on the second floor also leads to third floor through a independent stairs. The entrance space is formed with several hierarchies.
The students’ dormitory is built with standardized structure, which also offers flexibility that any size of units, single, double and triple rooms, can be created after the building is built. All rooms are equipped with toilet and shower. Some larger units have pantry or even living room. The flexible combinations of units offer maximum choices for the residents, who may come from different background and different living style.
Every two floors share a common activity room usually located at end of block.

一、 构思
构思一:“金色树叶”
1、 以“金色”突出浦东干部学院高尚、纯洁和庄重的风格,体现现代社会经济和科技发展领导者对完美的追求。
2、 以“树叶”强调以可持续发展为中心的社会理念,强调规划、设计和管理的生态效益,强调基地和未来学院以水系园林为主体的环境特点。
3、 “金色树叶”象征成熟,象征上海和浦东在全国经济社会和科技发展中的中心地位。
4、 “金色树叶”象征生长,象征在现代开放性的信息社会中,以培养领导者创造性素质为目标的办学方向。在大树之下,来自各地的学员和教师,国内外专家与学者共聚一堂。
构思二:“一條龍”
1. 功能佈置簡潔合理, 管理及使用便利.
2. 象徵龍的傳人, 龍的騰飛, 象徵團結, 統一.
二、基地分析
1、简介
浦东干部学院位于上海浦东开发区南部,东临沪南路,西接锦绣路,北面是龙阳路,南面是规划路。规划路以南是未来的文化公园。沪南路是浦东和上海通向南部地区的主干道之一,交通量大。龙阳路是浦东国际机场通向市区的交通要道,车速快。
基地现以农田菜地为主,中心区有东富新村、大李家宅以及苏北家宅等2至3层住宅群落。白莲泾由南向北穿过基地东部,转向西,将基地和北面龙阳路分开,基地两侧沿锦绣路有小河,规划中将拓宽拉直。基地中有农田水渠,有几处水面和洼地,特别是在大李家宅四周,可利用开发为未来校园的水面。白莲泾以东的基地内建筑密集,以工厂,仓贮为主,其中垃圾处理和分流中心对白莲泾污染较为严重,学院征地后将拆迁基地内所有建筑。基地总面积为33.4公顷(不包括白莲泾)。
2、基地条件
相对于71,420平方米总建筑面积,基地范围大,且地面平整,水系丰富,合适于建低层和多层园林式建筑,而不需建高层建筑。南面规划路较安静,车流量应不大,适合于做主入口。规划路南面的文化公园有利于形成空气清新,景色优美的环境,特别是贯穿基地的白莲泾和丰富水系,适合于规划一个以自然形体为主的园林式现代校园。
3、基地问题
尽管基地较大,但是沪南路、龙阳路和未来锦绣路车流量较大,噪音和污染会对学院的环境有一定影响,规划中要考虑一定的噪音屏障。周围正在建设中的建筑没有景观价值,学院必须以内向为主地组织一种亲切而有特色的空间。白莲泾穿过基地东面,它与沪南路之间的距离相对狭窄,不适合于建大型公共项目,如会议厅等。
三、规划思想
根据标书和任务书,中国浦东干部学院的建设目标是要建成一个新型的国家级干部教育基地和开展国际培训交流合作的窗口。项目的规划和建筑方案设计要能够充分体现国际性、时代性和开放性,能够充分展示上海和浦东作为我国改革开放前沿和窗口的形象和风貌。
根据任务书要求,规划方案在空间,流线,景观和功能布局等多方面体现国际性,时代性和开放性,校园建筑在目标上庄重,典雅,朴素大方。校园气氛宁静高雅,健康向上,特点鲜明,充分利用地形,地段和水系,与南部文化公园规划一起,形成建筑,景点与生态环境融为一体的校园景观。
1、国际性
方案采用一系列先进的空间结构,在会议中心和教学综合楼等处形成大量交往空间,这与当今信息社会中以交流替代灌输的教学方法是一致的。学院主体建筑采用“一条龙”式的布局,在强调便捷和效率的同时,各部分又有相对的独立性。这也是与当今国际上主张多学科交叉,多部门合作的工作方法一致的。動感的總平面佈局, 及“一條龍”的規劃構思符合上海”海納百川’的氣魄.
2、时代性
规划主体框架摒弃传统的轴线对称布局,而强调各组建筑本身的功能需求,相互之间的功能关系,和与基地自然条件的关系。布局灵活而主体突出,强调空间组织,而不仅仅是立面造型。在综合楼和宿舍设计中引入灵活性结构,教学空间的增减和重组灵活,而不影响建筑整体。宿舍平面套型多样,并可根据未来需要调整。建筑不再是僵化的造型,灵活性使建筑也能“与时俱进”。設計力求打破傳統學院設計的框框, 創造具有未來感的人性化形象.
3、开放性
除了根据“任务书”要求,会议中心,图书馆和信息中心对外开放之外,本规划采用“内空间外化”的处理手法,(如综合楼长廊,会议中心门厅,和宿舍区走廊等)强调内空间名部门之间的开放性,课外信息交流与课堂传授同等重要。另外建筑造型轻盈通透,将四周的园林景观纳入建筑。特别重要的是,整体规划外部考虑了远近期结合,内部引入了灵活性设计,体现对未来需求的开放性。
四、总体布局
由西向东,由“闹”到“静”,校园分为会议中心,教学综合区,文化体育和居住四个功能明确,而又相连紧凑的区域。主入口设于南边规划路,通向会议中心,便于对外开放,中心广场为全校的焦点,集山、水、铺地和主体建筑为一体。西南角设公共停车场。由中心广场道路、建筑和水体似向四周放射出去,在空间上主体明确。图书馆和信息中心位于会议和教学区之间,功能合理。弧形长条教学综合楼集中了行政办公,教学,体育和餐厅等四个功能,是联系会议中心和宿舍区的主要建筑。其南边的道路略曲。综合楼,道路和溪水形成基地的东西轴线,简练而不单调。
规划以非有機的手法創造有機的生態佈局, 以人爲本, 通過一道簡練大方的建築造型, 組織各個內部的空間, 形成統一的整體, 樹立起學院建築連貫的整體形象.
五、交通和空间序列
主入口位于基地南部规划路,进入主入口道路向北偏西略曲,右边绿地略有高,避免一目了然。中心广场由铺地、水面、绿地和环形道路组成,避免生硬呆板,或过强的纪念性,强调现代校园的生动性和生态景观。广场边自东向西分别是行政办公(连教学楼)图书馆和信息中心、会议中心等,功能清析。
基地中的道路以曲线为主,与校园的园林景观以及基地南面的文化公园在风格上保持一致。
规划上也布置了消防道路。
六、生态环境
根据基地原有水系,规划在组织建筑、道路、绿地和水面关系时,尽量避免大量土方工程,而是因地制宜,保护和培养生态体系。植被分为四个部分:1〉沿主要干道,如沪南路,龙阳路和锦绣路布置密集树林,隔音防尘,营造宁静内向的校园环境;2〉绿地草坪上点种大树(例如雪松);3〉综合楼南面绿树成林,乔灌草结合,形成生态密林地,与基地南面文化公园连成一体;4〉沿水系和建筑周边点缀牡丹花和梅花,突出中国传统审美情趣。(梅花和牡丹的配置: 象徵上海位處中國的南北之間, 也寓意國家的團結統一. 一象徵精神文明, 一象徵物質文明 – 體現中國人艱苦奮鬥, 不屈不撓, 自強不息的品格, 從而實現國泰民安, 富裕祥和.)
七、远近期结合
根据任务书要求,校园一次性建设应形成整体框架和形象,同时为未来预留相对集中发展用地。本规划采用“一条龙”布局结构,一次性建设形象完整鲜明,而未来加建可进一步强化整体形象。加建不影响现有功能布局。
西部公共开放部分加建围绕现有的椭圆形广场,以放射状向西、北方向发展,使“龙头”更为宏伟。
教学楼的加建位于北部,围绕现有树木做成庭院式,现在建筑楼梯间预留联廊是通向未来加建部分的接口。
宿舍发展用地位于现有宿舍区的南面。
八、文化公园
任务书要求将文化公园纳入学院总体规划,以“海纳百川”为主题。本规划以波浪为基本图案,以曲线将道路,树林、草地、铺地水系和建筑组织成一个整体,挖地为池,堆土成山,引白莲泾之水,结人工与自然,既有中国传统,又有现代神韵。以有機的生態規劃手法, 表達健康向上,生生不息的活力,
从学院中心引水开道各一条,穿于基地南侧规划路之下,与文化公园一脉相连。“百川归海”汇于一个中心:椭圆形广场。
九、会议中心
学院采用“一条龙”格局,会议中心为“龙头”,采用大垮网架结构,如一片金叶覆盖,整体性强,象征凝重、纯洁和高尚。内又分四个部分(1)大礼堂(2)图书馆和信息中心,(3)中型小型会议各一个,(4)大堂。
1、 大礼堂
大礼堂为全体师生聚会会所,功能特殊,象征意义强。传统校园一般将它置于轴线终端,纪念性强,而生动感不足。本设计一方便强调其“共聚一堂”之象征意义,用简约形体,金色金属贴面(铜板条),强调其纪念性。另一方面,由于大礼堂位于入口南北轴线和东西轴线之交点,朝向偏东15度,顿显生动,最重要的是将其巨大形体置于“金叶”顶蓬的覆盖之下,室外变成室内,其形体和会议活动更显庄严和尊贵。
2、图书馆和信息中心
图书本为信息媒介之一,将图书馆和信息中心合而为一,功能一致,而且成为整个学院的标志性建筑,象征现代社会中信息的重要性。下三层为图书馆,阅览室为退台式,朝东南,光线允足,景观开阔。可对公众开放。信息中心位于四至五层,以研究功能为主。图书馆向东有廊与教学综合楼相连。
3、中型小型会议厅
会议中心南端为一组两个大小报告厅,有单独出入口。气氛宁静,室外景色雅丽。
4、大堂
大堂——在各功能性建筑之间既是室外,又是室内的公共空间。地面有起伏,象征自然地形。大蓬顶以树叶为形,中间结构柱看似不规则,象征绿荫华林,有大玻璃开向后花园,将人引向室外,将花园景色引入室内。功能上兼作展厅,实为会议演出之观众休息会友之所。顶为蓝色,布不规则点状灯光,华灯初放,如满天星斗。
大跨度的禮堂, 演示展覽區屋頂(金色樹葉)設計展示了開放的雄心, 也形成了幹部學院建築群的標誌.
十、教学综合楼
综合楼为学院的功能中心,集管理,教学,体育和餐厅为一体,南边有三层高,8米宽长廊相联,步行交通便捷,风格庄重文雅。设计构思体现在三个方面:
1、 综合性
现代教育思想认为课外活动和交流与课内教育同样重要。体育和就餐不仅是生理需要,而且是会友,信息流通,合作和激发创造性思维的场所。实际上教育的涵盖面已扩展到了学员和教师的课外生活。体育和餐饭不是商业活动,而是学员和教师聚会的场所,其私密性要求远重于公共开放性。
行政楼位于“龙身”西端,西临会议中心,东接教学等功能,位置适中。体育和餐厅位于“龙身”东头,靠近居住区,方便学员和教师的日常生活。
2、 灵活性
综合楼在结构上分成两部分:1〉以基地,屋顶,长廊和楼梯间(和公用厕所)组成的结构以及2〉以教室、运动室、餐厅等组成的灵活多变的功能单元。基本结构是稳定不变的,而功能单元是灵活多变的,两者分开,灵活性强。这是基于对现代社会快速多变的充分认识而采取“开放建筑”设计模式。这种模式要求把建筑未来使用者的需求的不确定性引入设计当中,建筑不再是静止的纪念碑,而是动态的为人服务的设备。
3、 长廊——交往空间
长廊面南背北,前有小溪流过,开向绿地公园。有一排金柱,直上三层顶盖,顶盖上开天窗,导向性好,韵律感强,尊贵而生动。
长廊是联系综合楼各功能空间的纽带,但更重要的是,它为学员和教师提供阳光灿烂,遮风避雨的课余交流的场所
综合楼整体通透,自然通风好,楼梯间有走道通向北面,是为未来加建预留的联接点。
十一、宿舍
根据任务书要求,宿舍分为教师和学生两种,学生宿舍又分为单人和双人两类。宿舍区位于基地东部,沿白莲泾布置,环境优雅,适合居住体憩。宿舍佈置座北朝南。
两幢教师住宅位于河西,靠近南部花园,交通方便,环境好。住宅楼三层,设计构思是让每户有相对独立的入口和阳台,二层有连廊有单跑楼梯通向三层单元。入口设计层次丰富。
学生住宅为标准灵活性结构,建成后可根据需要,在任何楼层上,任何位置,都能分隔出单人间,双人间,和三人间,单人间有卫生淋浴,双人间有共用小厨房,三人间甚至有合用的起居室。这种分隔的灵活性是为了满足干部学员来源多样和生活习惯不同的特点。另外,每两层有一间公共活动室。
